2. Requirements as to Stewards and Chairman for a meeting

2.1 For each meeting the Authority shall appoint the Stewards to act, one of whom shall be appointed as Chairman under the following procedures:

2.1.1 the Racecourse Managing Executive shall recommend to the Authority for approval

2.1.1.1 the names of at least three Stewards and
2.1.1.2 which Steward will act as Chairman

2.2 The Authority will appoint one or more Stipendiary Stewards to act at every meeting.
2.3 In the event that no Chairman on the List of Stewards is available to act, a Stipendiary Steward shall be appointed to act as Chairman.
